Towards open government – INFITAH

Period
December 2024 – November 2025
Partners
AITD Gabès, funded by PAGOF 2
Themes
Citizenship

From December 2024 to November 2025, in partnership with AITD Gabès and as part of Tunisia's Open Government Partnership process, Radio Capsa FM produced and aired twelve episodes of the monthly magazine "Infitah" on transparency, access to information, accountability and citizen participation. Each episode started from everyday realities in the Gafsa region, while nine awareness audio capsules ran continuously on the station's stream for five months.

Context

Tunisia is a member of the Open Government Partnership and is implementing a 2023–2025 national action plan. Yet its founding principles, namely transparency, access to information, accountability and participation, remain little known to the general public, especially in inland regions, where relations between citizens and the administration are often marked by distrust. In Gafsa these issues are very concrete: access to environmental information in the mining basin, transparency of public services, and the place of young people and women in local decision-making. INFITAH bet that a local radio station could translate these principles into residents' own language and concerns.

Objectives

  1. 01Explain the principles of open government and how it works in Tunisia.
  2. 02Raise awareness of the commitments in the 2023–2025 national action plan.
  3. 03Encourage citizen participation and accountability at local level.
  4. 04Strengthen Radio Capsa FM journalists' skills in covering governance issues.

What changed

  • Step by step, the magazine covered every pillar of open government, linking each to concrete issues for residents: environmental information and polluting companies, access to services for people with disabilities, youth and women's participation, self-employment, price transparency.
  • The episodes opened a pluralistic space for dialogue between institutions, civil society and citizens.
  • The station's team strengthened its ability to cover governance and access-to-information issues.
  • Thanks to the looped capsules, open-government messages stayed on air outside the programmes.
  • Every commitment in the agreement was met: launch poster, twelve episodes, capsule broadcasts and compliance with the project's visual guidelines.
